Announcement of Program Administrator Consultant Job Opportunity

The Uyghur American Association is looking for a Program Administrator consultant to support the administration, finance, and compliance needs of a forced labour grant related to Uyghur human rights advocacy. This role will be part-time at 10 hours per week at the rate of $33/hour. 

The Uyghur American Association works to promote the rights, dignity, and well-being of Uyghurs and other Turkic peoples, including through advocacy, public education, community engagement, and support for efforts to end state-sponsored forced labour and other serious human rights abuses in the Uyghur Region.

This consultancy will support the effective implementation of grant activities by ensuring that subgrant documentation, payments, procurement records, receipts, financial reports, and donor compliance materials are prepared and maintained accurately and on time.

This is a grant-funded consultancy until May 31, 2027, with the possibility of extension contingent on available funding.

Key Responsibilities

The Consultant will serve as the administrative and finance lead for the grant, which will include:

  • Managing subgrant paperwork and supporting the preparation of grant agreements, payment documentation, and related administrative records;

  • Tracking payments, disbursements, receipts, and financial documentation in accordance with approved budgets and agreements;

  • Preparing checks, wire transfers, and other payments for approval and processing;

  • Disbursing funds in accordance with approved budgets, contracts, subgrant agreements, and donor requirements;

  • Supporting procurement processes, including maintaining procurement documentation, vendor records, quotes, invoices, and receipts;

  • Procuring flights, hotels, venue spaces, and related logistics;

  • Preparing and maintaining accurate financial records for grant activities;

  • Entering financial data into the accounting system;

  • Preparing bank reconciliations and supporting routine financial review processes;

  • Preparing financial reports for submission to the donor;

  • Coordinating with staff, subgrantees, vendors, and partners to collect required documentation and ensure timely processing of payments and reports; and

  • Maintaining organized grant files and records to support donor compliance, audit readiness, and internal reporting.

Qualifications

Candidates must have:

  • At least two years of experience in administrative, finance, accounting, grants management, or operations support;

  • Experience tracking payments, expenses, receipts, invoices, and financial documentation;

  • Familiarity with grant administration, nonprofit operations, or donor-funded programs;

  • Strong organizational skills and attention to detail;

  • Ability to manage multiple administrative and financial tasks in a timely and accurate manner;

  • Experience preparing or supporting financial reports, budget tracking, or payment documentation;

  • Strong written and verbal communication skills;

  • Ability to coordinate professionally with staff, partners, vendors, and subgrantees;

  • Proficiency with Microsoft Excel, Google Sheets, or comparable financial tracking tools; and

  • Ability to maintain confidentiality and handle sensitive financial and organizational information responsibly.

  • Must be located within the U.S. East Coast and have reasonable access to our local banking institution to support occasional financial administration responsibilities.

Preferred, but not required

  • Experience working with nonprofit organizations or civil society organizations;

  • Experience supporting government, foundation, or donor-funded grants;

  • Familiarity with procurement documentation and donor compliance requirements;

  • Experience with accounting systems such as QuickBooks or similar platforms; and

  • Understanding of Uyghur human rights issues, forced labour, or related advocacy work.
